4,5 mm hook (or fitted to your yarn)

Safety eyes (I use 14mm) scissors

R– row ch-chain
Sc single crochet
inc – increase
dec – decrease
fo – finish off
slst-slip stitch
dc inc – 2 double crochet in one stitch
in FLO in front loop only
in BLO in back loop only

Add safety eyes between row 6 and 7, 5 sts (3-4 visible sts) apart on the front of ghost.

And there is two options, you can f.o. and wave the ends to have a accesory hat or just sew the hat to the ghost.
